Asia’s emerging asbestos epidemic

Asbestos-related diseases (ARD) represent a growing global epidemic. Yet little is known about the current status of asbestos and ARD in Asia. Now, new research from the UNU International Institute for Global Health (UNU-IIGH) attempts to fill this void.

Growing awareness about the risks posed by asbestos — and the acquisition of asbestos-related diseases (ARD) data — has, in several cases from the region, correlated with a reduction in asbestos use. However, other Asian countries have been slow to learn these lessons.
Will the marked increase in asbestos use in Asia since the 1970s trigger a surge of ARD in the immediate decades ahead? What policy and public health measures can counterbalance a rise in asbestos-related diseases and mortality?
The World Health Organization (WHO) recognizes that asbestos is one of the most significant occupational carcinogens (cancer-causing agents). In 2006, it declared the need to eliminate the rise of ARD and asbestos use.
WHO estimates that, globally, some 107,000 deaths annually are caused by ARD; these include asbestos-related lung cancer, mesothelioma and asbestosis.
Despite gradually growing international awareness, at the regional level the analysis of asbestos use and ARD in Asia has been limited. The first regional-level discussions of the issue only took place in 2002, and a comparative understanding of the situation is patchy at best.
Ongoing data limitations make the task of filling the knowledge void on asbestos is Asia particularly challenging. ARD are known to be generally rare and difficult to diagnose. Furthermore, questions on data validity emerge in countries that have limited experience in diagnosing ARD. Similarly, under-reporting and inconsistent reporting of both asbestos use and ARD create additional barriers to obtaining a comprehensive picture: Of 47 Asian countries studied, 30 had data available for asbestos use only (not ARD), 15 countries had data available for both asbestos use and ARD mortality, and 2 countries only had data available for ARD mortality.
Nevertheless, using the indicators of per-capita asbestos use (measured in kilograms per capita per year) and age-adjusted mortality rates (AAMR, measured in cases per million population per year), recent groundbreaking research from the UNU International Institute for Global Health (UNU-IIGH) attempted to map the dimensions of Asia’s asbestos situation. Drawing on a comparative assessment of public data, this research compared the impact of asbestos in 47 selected Asian countries over the observation period of 1920 to 2007.
Overall, asbestos use in Asia from 1920 to 2007 totaled 55.5 metric tons, or 29 per cent of the world’s asbestos use. Asia’s proportion of global asbestos use increased significantly overall, from a 14 per cent share in 1920-1970 to 33 per cent in 1971-2000, then rising to 64 per cent in 2000 – 2007. In terms of ARD, 12.5 per cent of ARD deaths (or 12,882 deaths, or which 12,012 were mesothelioma) were recorded cumulatively in Asia.
During the observation period (1920 to 2007), most individual Asian countries (60 per cent) increased their asbestos use: Between 1920 and 1970 (period A), 5 countries recorded high values of asbestos use (greater than 1.0 kg/capita/year), while 13 countries recorded high values from 1970 to 2000 (period B). This spike in asbestos use was followed by a dip, back to 5 countries that recorded high values between 2000 and 2007 (period C).
Kazakhstan was the only county studied that maintained high values during all three periods. Cyprus and Lebanon both had high values for periods A and B and Kyrgyzstan, UAE, Thailand and Uzbekistan had high values for the two later periods (B and C). China, Thailand, India and Indonesia all increased their use of asbestos over the three periods.

South Korea schools littered with asbestos

Asbestos exists in approximately 96 percent of all school buildings in South Korea, a new report suggests.
According to South Korea’s news agency Yonhop, the Gyeonggi Provincial Office of Education examined 100 schools in six major cities and provinces across the Asian nation. Experts detected asbestos, which is a cancer-causing construction material, in 96 of them.

Education officials said that it would cost 5.4 trillion won, or $4.9 billion, to dismantle and rebuild the contaminated facilities.

According to Bernama, Malaysia’s national news agency, the report indicated that asbestos was most commonly found in buildings constructed within the previous two decades. A total of 82.5 percent of the schools built between 1990 and 2000 were found to have asbestos, while five of the eight built since 2000 contained the harmful material, despite the fact that South Korea banned the use of asbestos in new construction projects in the late 1990s.

Uralita, condenada a pagar 1.727.000 euros a 23 trabajadores expuestos al amianto

El Juzgado de lo Social número 15 de Madrid ha condenado a la empresa Uralita a pagar 1.727.000 euros a 23 trabajadores de sus fábricas de Getafe y Ciempozuelos, ambos municipios de Madrid, "por no adoptar las medidas de protección necesarias" contra la exposición y la inhalación de amianto.

Así lo ha indicado hoy a Efe la Asociación de Víctimas del Amianto (Avida), que ha mostrado su "gran satisfacción" porque la sentencia considere "culpable" a la empresa "por no haber preservado la salud de los trabajadores".

Eran un total de 40 los trabajadores que se habían presentado como acusación en este juicio, celebrado el 23 de enero pasado, pero el fallo desestima 17 de los casos por prescripción del derecho a reclamar o por haberse juzgado previamente por los mismos actores.

Sin embargo, Avida ha asegurado que "en los fundamentos de derecho la sentencia reconoce la culpa de Uralita en la totalidad de los casos", y han adelantado que no están de acuerdo con estas desestimaciones, por lo que van a recurrir.

Según la sentencia, "de haber contado la parte trabajadora con equipos adecuados y haberse procurado una limpieza acorde a la reglamentación, las enfermedades no se hubiesen desarrollado o la exposición e inhalación (al amianto) habría sido mucho menor".

Por los 40 trabajadores representados en esta demanda, de los que 17 han fallecido en los últimos tres años, la acusación reclamaba en este juicio una indemnización de casi cinco millones de euros.

Se trata de la tercera sentencia en contra de Uralita, ya que desde la Asociación de Víctimas del Amianto han recordado que en septiembre de 2009 esta empresa ya fue condenada a pagar otra indemnización de 1,7 millones de euros a 15 trabajadores afectados por la inhalación de fibras de amianto, y anteriormente había recibido otra sanción de más de un millón de euros.

Sencillo folleto informativo sobre amianto en la construcción

El amianto o asbesto es un mineral de origen natural que se desmenuza en fibras. Debido a sus excelentes propiedades y su bajo coste fue muy utilizado en diferentes materiales a lo largo del siglo XX, tanto en la construcción, como en la industria textil, fabricación de medios de transporte o en numerosos productos y acabados industriales.
Debido a las enfermedades que puede producir, entre ellas el cáncer, en España está prohibido producirlo, usarlo y comercializarlo desde el año 2002.
Dada la altísima utilización del amianto en la construcción se debe suponer que todos los edificios construidos o reformados antes del año 2002 pueden contener materiales con este mineral.

Asia representa actualmente el 64 por ciento del uso del amianto en todo el mundo

An alarming new article in Respirology issues a serious warning of massive rises in deaths from asbestos-related lung diseases in Asia. Dr Ken Takahashi, Acting Director of the WHO Collaborating Center for Occupational Health, and his team put together important data on asbestos use in 47 Asian countries in this landmark article. Cyprus, Israel and Japan had the highest age-adjusted mortality rates in Asia. This study published in Respirology, a journal of the Asian Pacific Society of Respirology, will serve as an important reference document for health authorities in Asian-Pacific.

Asian countries accounted for 64% of the global consumption of asbestos in the period of 2001-2007, a striking increase from 14% between 1920 and 1970. This is a result of unregulated asbestos import and use in many Asian countries.

"Despite concerns of the global ARD epidemic and Asia's growing importance in the world, data on current asbestos use and asbestos related diseases in Asia remain limited," said Dr. Ken Takahashi. This article extracted data from the WHO Mortality Database and published literature and will inform public health planning and regional health policies in Asian countries.

The WHO identifies asbestos as one of the most dangerous occupational carcinogens, declaring the need to eliminate asbestos use and associated health damages. An estimated 107,000 people worldwide die from asbestos related diseases. Asbestos is a mineral fiber commonly used for insulation in constructions. It is relatively affordable and makes it attractive in developing countries.

Asbestos related lung diseases, particularly mesothelioma, lung cancer and asbestosis (asbestos induced lung fibrosis), typically develop after decades of lag time from first exposure. Up to 2007, Asian patients accounted for 13% of the cumulative global mortality from asbestos-related pleura-pulmonary diseases. Dr. Takahashi is concerned that "the sharp increase in asbestos use in Asia will see a surge of mortality and morbidity from asbestos related diseases in this region in the decades ahead."

This article will serve as a stern warning for Asian governments who have yet to ban the use of asbestos. Healthcare providers in Asia must also begin to equip themselves the expertise and resources to manage this 'Asian asbestos tsunami.'

Global Trade in Asbestos 2010 by Laurie Kazan-Allen

Provisional figures detailing the global production and consumption of asbestos have been obtained which show that despite increasing mobilization by civil society against the use of asbestos, over 2 million tonnes of asbestos were used in 2010. As in the past, the biggest producers remain: Russia (1 million tonnes/t), China 400,000 t, Brazil (270,000 t), Kazakhstan (214,000 t) and Canada (100,000 t). Compared to the figures for 2009, minor increases in production have been achieved by China and Kazakhstan while a small decrease has been noted for Brazil. The most startling development is the collapse of Canadian production from 150,000 t (2009) to 100,000 (2010), a fall of 30%. The near exhaustion of available Canadian asbestos is motivating industry stakeholders' support for a new asbestos underground mine which they hope will benefit from a $58 million loan guarantee by the Quebec government. This controversial plan has been decried by medical authorities, scientists and concerned citizens in Canada and abroad.

As can be seen by the statistical analysis above, increasing consumption of 25% and 36% over the last year have been recorded by India and Indonesia, respectively. The particularly worrying aspect of this trend is the fact that legislation mandating worker and consumer protective measures is lacking in both countries.
