Guidance for identification and naming of substances under REACH and CLP

The European Chemicals Agency (ECHA) has issued a series of Fact Sheets which provide a structured overview of each REACH guidance document published by the Agency. These documents are available in the following 22 languages:

La ECHA crea la red de intercambio de escenarios de exposición ENES

Esta nueva red tiene por objeto identificar las buenas prácticas de la industria en la elaboración de escenarios de exposición y promover el diálogo entre los agentes de la cadena de suministro con el fin de mejorar la protección de la salud humana y el medio ambiente.

La Agencia Europea de Sustancias y Mezclas Químicas, en colaboración con el Consejo Europeo de la Industria Química (CEFIC), Eurometaux, la Asociación Europea de Compañías Petrolíferas (CONCAWE), la Asociación Europea de Distribuidores Químicos (FECC) y la Asociación Internacional de Jabones, Detergentes y Productos de Mantenimiento en Europa (AISE), en nombre del grupo de coordinación de Usuarios Intermedios (DUCC), ha creado una red de colaboración intersectorial cuyo objetivo es compartir los conocimientos, las técnicas y los enfoques para crear y aplicar escenarios de exposición (REACH). La primera reunión se celebrará en Bruselas los días 24 y 25 de noviembre de 2011, y en ella podrán participar los sectores industriales, las ONG, las autoridades de los Estados miembros y otras partes interesadas.

ENES permitirá compartir los enfoques y la experiencia práctica de la industria y otras partes interesadas en lo que respecta al primer plazo de registro en virtud de REACH, concretamente, los ámbitos que funcionan bien y los que deberían perfeccionarse.

La red de intercambio de escenarios de exposición es una de actividad desarrollada por la ECHA para apoyar a las empresas a cumplir el segundo plazo de registro en 2013. A comienzos del 2012 la Agencia publicará soluciones prácticas para la preparación y comunicación de los escenarios de exposición identificados en la primera reunión de la red.

The names of Substances of Very High Concern on the Candidate List are now available in 22 EU languages in the ECHA-term database.

The registration is required only for those users who would like to download or comment on the data.
ECHA-term is a multilingual terminology database containing the main REACH and CLP terminology.

The database caters for the needs of various users: REACH and CLP stakeholders, national authorities, translators, interpreters and the general public. It aims to enhance the clarity of communication in the field of EU chemicals regulation. Additional terminology is regularly placed in the database.

ECHA publishes the analysis of substances that were not registered by the first deadline despite the reported intentions

Some 1500 substances, identified to be registered according to a survey carried out in April 2010, were not registered by the first registration deadline. The Directors' Contact Group (DCG) agreed to conduct an analysis of the reasons, and ECHA publishes the results today.
DCG carried out a survey in spring 2010 to focus the estimates of substances intended to be registered by the first registration deadline. The list was assembled from different sources. After the deadline, ECHA reported a gap of about 1500 substances, which represented 30% of all the intentions. Mandated by the DCG, ECHA has analysed the discrepancy between the intended and the realised registrations of phase-in substances.
ECHA will now publish the list of those substances that were identified to be registered by the first registration deadline but have not been registered yet. The coordinated efforts of ECHA, industry associations and Member State Competent Authorities have to date produced information for over 1200 substances and the explanations are given in the list. ECHA was unable to trace the reason for non-registration for the remainder of the substances due to lack of feedback.
The list will not be updated. Therefore, downstream users interested in the status of their substance(s) should first check the list of registered substances, which is updated regularly. Only following this check, should they look for a potential explanation for non-registration in the list published today.
